“During an operation to identify sleeper terrorist cells Lebanese special forces arrested a group of people working for the terrorist group. A Lebanese citizen known as Abu Yazid admitted during the questioning that he recruited young people into the IS [Daesh] ranks and prepared them for transferring to the Syrian city of Raqqa via Turkey” the statement said.
Libya not accepting Italy migrant deal
Libya’s U.N.-backed government has not accepted proposals by Rome aimed at cutting migrant flows to Italy and the two sides are “far apart” on the issue, Malta’s foreign minister said on Friday to reuters.com.
George Vella, whose government holds the rotating chair of European Union ministerial councils, said he would brief his EU counterparts in Brussels on Monday on a long conversation he held on Thursday on behalf of the Union with the foreign minister of Libya’s embattled, U.N.-backed premier, Fayez Seraj.
Asked by reporters about unpublished proposals which Rome has put to Seraj in an effort to curb an expected surge in people taking to boats in Libya in the hope of being rescued and taken to Italy, Vella said the Libyans were considering the ideas. He declined to detail the Italian proposals beyond saying that their aim was to reduce the flow of migrants.
“They are far, far apart,” Vella said. “Their positions are totally different … It’s not a question of money … It’s a wide-ranging discussion … It’s a question of what the Libyan government thinks would be acceptable to Libyans.”
EU officials say the Union aims to agree a common position on Libya soon to back up Italy’s initiatives. Rome has said these include helping secure Libya’s southern desert frontier against people-smuggling and other trafficking.
Last week, after Italy’s interior minister visited Tripoli, his ministry said he had agreed with Seraj that the two countries would cooperate against people-smugglers and that Rome would promote investment in the oil-rich country.
Italy is reopening an embassy in its former colony and is keen to avert a new surge in migrant arrivals after taking in a record 180,000 people last year, mostly from Libya.
Libyan leader Muammar Gaddafi took funding from Rome in return for holding back African migrants heading north. Since he was overthrown in 2011, numbers have soared and anarchy in Libya has left Europeans struggling for ways to reduce the flow.
Vella noted that the EU is aiming to increase funding to and cooperation with African and Middle Eastern governments to stem migration pressure. He said he saw cooperation with Egypt, also on the transit routes, as an important element in the strategy.
He said he would consider the idea of EU-backed centers to process asylum claims in Egypt or other countries to help reduce numbers making journeys on which thousands died last year alone. “I would be willing to discuss practically anything,” he said.
Libya: Hollande calls for dialogue with Haftar to resolve crisis
French President François Hollande has called for support for the Libyan government headed by Fayez Serraj, while stressing that dialogue between Serraj and General Khalifa Haftar is vital to resolve the crisis in the country, according to middleeastmonitor.com .
In his annual foreign policy speech to the diplomatic corps, Hollande described the situation in Libya as “disturbing”. It is, he said, the main cause of the flow of illegal migrants to Europe.
Furthermore, insisted the French leader, “Terrorists are taking advantage of the chaos in Libya to implement their plans.”
Hollande also touched on the situation in Syria, accusing President Bashar Al-Assad of standing behind the Syrian crisis. The only people to be excluded from the peace process, he added, are the extremists.

Lebanese President: no halt to Iran’s support for Hezbollah movement
“Tehran has no limit in its plans for helping the Hezbollah group,” the Arabic-language media quoted President Aoun as saying while dismissing speculations that Lebanon is envisaging a cap to Iran’s support for the resistance movement.
“We have normal relations with Iran which shouldn’t be a barrier in the face of normal relations with the Arab world,” the Lebanese President added.
In relevant remarks on Saturday, Boroujerdi and Secretary General of the Lebanese Hezbollah Resistance Movement Sayyed Hassan Nasrallah in a meeting in Beirut discussed the latest regional developments.
During the meeting in the Lebanese capital, Boroujerdi and Hezbollah chief exchanged views on Lebanon’s developments and the Syrian crisis.
The two sides underlined the need for adopting political solutions to the regional crises.
Boroujerdi visited Lebanon at the head of a parliamentary delegation to hold talks with the senior Lebanese officials.
On December 28, Lebanon’s national unity government headed by Prime Minister Saad Hariri won a vote of confidence in parliament.
The new cabinet was announced on December 18, less than two months after the country’s parliament elected Michel Aoun, a Christian politician, as president. Aoun’s election ended a 29-month-long political stalemate in the country.
Before visiting Lebanon, the Iranian parliamentary delegation paid a visit to Syria, where they held talks with senior Syrian officials, including President Bashar al-Assad, Foreign Minister Walid al-Muallem and Parliament Speaker Hadiya Khalaf Abbas.
Russian Chief of General Staff arrives in Tobruk to meet Khalifa Haftar
The Chief of General Staff of the Russian Armed Forces, Valery Gerasimov, has reportedly arrived in Tobruk in a bid to meet the leader of the Operation Dignity forces in eastern Libya, Khalifa Haftar, like reported by libyanexpress.com .
No more details were reported, but according to local Libyan news operators, the meeting is part of discussions between the two parties for the possibility of Russian assistance to Haftar’s forces in their alleged war on terrorism.
Haftar visited Moscow twice last year and the Speaker of the HoR, Agilah Saleh also visited Russia last year. Both requested a more integrated role for Moscow in Libya’s conflict and asked the Kremlin to help lift the UN embargo on weapons sent to Libya.
An official at the Libyan Civil Aviation Authority confirmed on Tuesday that the Russian Navy had warned the Libyan airplanes of flying over the (Point.33) area above Sirte city in the Libyan territorial waters. The official, who asked to remain anonymous, told Libyan Press Solidarity that the Russian warnings were given by the Russian naval forces saying they are doing military sea drills in the Libyan waters from 6.am till 5.pm every day from January 08 to January 11.
Daesh members arrested in West Bank by Palestinian Authority
A Palestinian Authority source has revealed that local security forces have arrested 22 Palestinians alleged to be linked to Daesh in the occupied West Bank, Israel’s Radio Reshet Bet has claimed according to middleeastmonitor.com .
According to the report, the PA arrested known members of the Salafist Jihadist group, fearing that they would carry out “hostile” activities against Israeli or PA targets. The arrests followed the truck ramming attack in Jerusalem, in which driver Fadi Qunbar, 28, killed a number of Israeli soldiers before being shot dead. Israeli officials, including Prime Minister Benjamin Netanyahu, suspect him of being linked to Daesh.
The radio reporter claimed that the PA was already holding 10 Palestinian supporters of Daesh before the latest arrests brought the total number in detention to 32. However, a spokesman for the PA security services, Adnan Al-Dameeri, denied the presence of Daesh or its supporters among the Palestinian population of the occupied West Bank. He explained that those who were arrested on Monday were wanted for the PA over security offences totally unrelated to Daesh.
Libya, Daesh fighters fleeing Benghazi
The procession left Benghazi, on Thursday, was a military parade affiliated with Daesh, according to libyaprospect.com.
The convoy reached beyond the Al-Baydan area, on the outskirts of Ajdabiya, the same way Daesh left Al-Fatayeh area after its defeat in Derna until it arrived at Sirte.

The oil ports are threatened with a new war, as well as southern water resources. Furthermore, Haftar’s jets shelling on a civilian plane from Misrata complicated the situation; it might pave the way for a new war that allows Daesh remnants to regroup.
Southern notables and elders fear of new confrontations; they expect the same situation that happened in Barqa about three years ago but with more deaths, destruction, social fabric disintegration, increased vengeance culture and what accompanied of other negative phenomena like abductions and secret prisons.
Fezzan elders reached a deal to hand over Guwaira gate to the police from Bawanees in the southern Libya, given the nature and orientations of both vying parties either Haftar army or the opposing Third Force.
It is worth mentioning that there is a brigade run by the military commander General Bin Nayel called Brigade 12, Bin Nayel is affiliated with Haftar’s forces. Based on the issues discussed above, one can raise the following questions: what are the components of Bin Nayel’s army? Why have they not participated in the war against Daesh despite their position near Derna? Why it was formed after the liberation of Derna, Nufalya, and Sirte? What is the geographical basis it intends to control?
It is evident that Fezzan’s elders and mayors have no clear answers for such questions, especially that they always use the term “vying parties”.
Providing Lebanon with weapons from Iran violates U.N. arms embargo
A Western diplomat at the United Nations in New York stated that reports circulating in Lebanon recently on the possibility of extending the Lebanese army with weapons from Iran, are “inconsistent” with the decisions of the Security Council, the pan-Arab al-Hayat daily reported Tuesday.
The diplomat stressed that Iran cannot extend arms to any side unless the U.N. Security Council decides otherwise, added the daily.
“The Security Council’s resolutions are very clear in terms of preventing Iran from sending weapons to states or non-state actors, and this applies to all countries without exception, unless the Security Council decided otherwise,” said the source who spoke on condition of anonymity.
Iranian officials who visited Beirut recently have expressed Tehran’s willingness to provide the Lebanese army with weapons, the most recent was Chairman of Iranian Parliament’s National Security and Foreign Policy Committee Alaeddin Boroujerdi.
“Iran’s permanent and firm stance is to stand by the brotherly Lebanese Republic of Lebanon, government and people. We therefore reiterate our firm will in the field of arming the Lebanese army,” said Boroujerdi while in Beirut last week.
Iran is still subject to am arms embargo despite the fact that some sanctions were lifted a year ago under a deal Iran made with the United States, the European Union, Russia, China, Germany, Britain and France to limit its nuclear program.
Egypt to send troops to Syria next week
Egypt would send troops to Syria to observe the implementation of the truce reached between the Syrian regime’s forces and the armed opposition, according to the Israeli website Rotter.
The news website added that the Egyptian troops will arrive in Syria early next week, noting that a number of Egyptian officers had been already in Syria to pave the way for the troops’ arrival.
At the same time, Russian Foreign Minister Sergey Lavrov called on Egypt as a partner to join his country along with Turkey and Iran in the talks on Syria’s future and the implementation of the truce, according to Rotter.
Putin spoke with the Egyptian president yesterday and promised to resume flights between Russia and Egypt soon.
Russia had decided to halt flights to Egyptian airports after a Russian plane crashed in October 2015 over Egypt’s Sinai Peninsula, killing all 217 passengers on board. The Metrojet flight crashed after its departure from the Egypt’s Sharm El Sheikh International Airport.
Rotter said that for Egypt to join the trio discussing Syria’s future would be a great Russian success, which is also interesting in light of Egypt’s tense relations with Turkey on the one hand and its relations with Iran on the other.
It will be also interesting to know the US response to this step, given that the United States and European countries are not taking part in the Syria talks, the Israeli website added.
